2 arrested in Ziro murder and rape case

ITANAGAR, Oct 15: The Ziro police have arrested the alleged miscreants responsible for death of a student Hage Hassang at Ziro recently, police sources informed. The school boy had succumbed to his injuries after an attack by miscreants at Govt. H. S. School’s campus on Oct 5 last. Hassang’s friend was allegedly sexually assaulted at around the same time of the attack.

The miscreants identified as Tasso Taruk and Lamra Tater, both 19 years of age, of Radum village under Raga police station have been arrested yesterday night, informed Lower Subansiri SP today.

The SP further informed that both the arrested persons have confessed to their crimes. They have been produced before the court after undergoing medical examination and later remanded to police custody for further interrogation.

The murder of a student and sexual assault of a girl had rocked Ziro valley.

Meanwhile, Apatani Students’ Union (ASU) has appreciated  Officer In-Charge (OC), Investigation Officer PS Ziro and his teams for nabbing the culprits involved in  the heinous  crime of murder of Hage Hassang and rape of a minor.

ASU sought stringent punishment for those involved and said that there are no place for unlawful activities in a civilized society.

Union further sought the cancellation of transfer order of present Deputy Commissioner, Lower Subansiri District.

Apatani Youth Association has also appreciated Ziro police for cracking the case and demanded exemplary punishment to the accused terming the incident as rarest of the rare case. Further AYA sought support from public and sector committee of Hapoli town and adjoining area in their move to carry out tenant verification. “Everyone should support tenant verification report within 30th October as it will help to control crime in the valley,” AYA stated.  

Meanwhile, expressing concern  over criminal activities including murder and rape in Ziro valley, All Ziro Hapoli  Youth Association (AZHYA) in a memorandum to chief minister demanded erection of police beat posts, installation of CCTV cameras and  proper maintenance of street lights  at all sensitive locations  in   the townships besides 24 hours police patrolling.

It further sought provision of college bus from Ziro to Yachuli for the students of Yachuli college.

Around 90% voters’ turnout recorded in Kanubari by-poll

ITANAGAR, Oct 15: High turnout of voters was reported from Kanubari assembly constituency in Longding district which went for by-election today.

"Approximately 90 percent poling has been reported in the Kanubari by-poll. The election was conducted in a peaceful manner and there was no report of any untoward incident from any part of the constituency," Deputy Chief Electoral Officer of Arunachal Pradesh, D J Bhattacharjee informed.

'The voters' participation in all 28 polling stations of the constituency was very high,' he informed.

He said an adequate security arrangement was made for today's polling with the district authorities deploying police and central paramilitary forces in all polling stations for a free and fair election.

Counting of votes will be taken up from 0800 hrs on October 19 next. Kanubari is witnessing a straight fight between BJP nominee Rongnai Maham and Congress's Gabriel Denwang Wangsu, a former journalist.

The by-poll was necessitated after the seat fell vacant following the death of incumbent Newlai Tingkhatra days before he was declared winner in the April 9, 2014 general elections.

 

 

Education panacea to all ills: Taloh

ROING, Oct 15: Education is panacea to all ills confronting the present society, said Education Minister Tapang Taloh after laying the foundation stone of a model college amidst chanting of hymns at Jemi Notko in Jia village, 8 km from here today.

As a river flows through a suitable course, development flourishes in conducive atmosphere, Taloh said, and called upon the people of L/Dibang and Dibang Valley districts to facilitate rapid growth of education, the pillar for all-round development.

The college is spread in 39.2 acre area for which an amount of Rs 2 crore was sanctioned in 2013-14 fiscal as first installment of central assistance out of approved Rs 8 crore, which could not be released due to court case, he said.

However, step has been taken for re-budgetary support for releasing Rs 2 crore to the executing agency, he informed.

“Arunachal is one and through this college should shoulder the responsibilities to unite and create the conducive atmosphere for the wellbeing of both the communities living in the district,” said local MLA & Horticulture Parliamentary Secretary Muchu Mithi, while Industries Parliamentary Secretary Tatung Jamoh exhorted the students to rise above all differences and devote their time in studies.

Earlier, WRD Parliamentary Secretary Gum Tayeng termed the occasion historic after former MLA Basu Perme spoke at length about the evolution of the district and its educational scenario.

The town wore a deserted look because of the 48-hour bandh called by All Idu Mishmi Students Union (AIMSU) since 5 am on Tuesday demanding a UGC model college in Dibang Valley. Slogan shouting agitators holding placards and banners demonstrated along both sides of the road leading to the venue.  

 

Taloh assures AIMSU of acceptable solution

Earlier, an AIMSU delegation called on the minister at the guest house here and in a memorandum demanded a similar college for Dibang Valley district sanctioned by the GoI.

AIMSU president Lokha Elapra said that they were neither opposed to the new college nor giving the issue a communal college but were fighting as education was their right. “We will continue to fight till our right is fulfilled,” he said.

Enjalu Munda Women Empowerment Forum chairman Dr Manaya Mena resented against what she accused manipulative move of the GoAP in depriving the D/Valley district though it was qualified as an educationally backward district (EBD) and pleaded for such a college in the interest of education, particularly women.

Appreciating the students’ sentiment, Taloh said that he was totally in dark on the issue. However, he informed that the GoI had identified 374 EBDs in the country in 2001 with less than 12.4% gross enrolment ratio to set up UGC model colleges.  In all 11 of the 13 districts of Arunachal Pradesh including the undivided Dibang Valley district had qualified and process has begun to set up nine model colleges.

Disclosing that he had discussed the issue along with Mithi and Jamoh with the CM last night, Taloh said that the CM has a very sympathetic attitude for D/Valley district.

“A considerate view would be taken to find an acceptable solution but the union should welcome the new college in greater interest of the state. Your district MLA should give right feedback to the GoAP,” he suggested.

Supporting the AIMSU stand, Mithi advocated holding further discussions and moving the GoAP as their representative for a mutually agreeable outcome without allowing the issue to snowball which the delegates consented. Dr Padu was also present on the occasion.

 

 

Tax and Excise dept contributes Rs 400 Cr.

ITANAGAR, Oct 15: The Tax and Excise department has generated around Rs 400 crores in the last financial year. This was informed by Tapas Dutta, Assistant Commissioner (Tax & Excise) during a high level day long interactive review meeting of the department which was organized in the Conference Hall of Udyog Sadan, Itanagar today.

It was also highlighted that if Tax Deducted at Source (TDS) is monitored properly and the excise duty and excise license fees are increased then revenue generation can be boosted further in the years to come.

The meeting also ascertained the functioning of the department as well as the revenue collection in the current financial year.

Parliamentary Secretary (Tax & Excise) T.Taku, lauded the department to be the highest revenue earner of the State but, also stressed that more efforts to be put in to plug the revenue leakages to generate more revenue for the State exchequer.

Taku gave a patient hearing and assured to look into the genuine problems faced by the department. Marnya Ete, Secretary-cum-Commissioner urged all the officers to work with sincerity to achieve the target and earn more for the State coffer. He also urged the officers to conduct workshop on Tax Deducted at Source (TDS) to create awareness and cross verify the records as to whether TDS is being done properly or not.

T.Jongkey, Joint Commissioner (Tax & Excise) appreciated the Parliamentary Secretary for taking such initiative for the development of the department.

Kingman Komut, Superintendent (Tax & Excise) and State Project Co-ordinator of MMPCT briefed the house with a power point presentation about the present status of the online Tax Administration system.

 

 

Arunachal activists protest stapled visa issue

New Delhi, Oct 15: A group of people from Arunachal Pradesh today staged demonstration at Jantar Mantar here against the issue of stapled visa by China for citizens from the state. Protesters under the banner of Arunachal Civil Society (ACS) raised slogans and displayed placards against China for issuing stapled visa to people of Arunachal Pradesh.

Students from Delhi University and other universities also participated in the protest.

The demonstration started around 11 am, with the protesters holding placards saying "Regular visa is our right", "Resolve the issue of stapled visa", "Who am I, Indian or Chinese", "No Hindi Chini Bhai Bhai" and "Stop Chinese movement in Arunachal Pradesh". "Why does China continue to issue stapled visas to people of Arunachal Pradesh when it is an accepted fact that Arunachal Pradesh is an integral part of India?" Patey Tayum, chairman of ACS, asked.

"In October 1981, China refused to give visa to member of Indian Parliamentary Delegation T L Rajkumar, speaker of Arunachal Pradesh Assembly to an Asian conference of parliamentarians on population and development. In October last year as well, two archers from the state were issued stapled visa," he said

Stating that Arunachal Pradesh is an integral part of India, he asked why our government was not serious to resolve this issue.

"We want Central government to immediately instigate mechanism to resolve the stapled visa with the China before December 31. If government fails to resolve it within this deadline, we will start staging an indefinite protest from the Republic Day at Jantar Mantar," Tayum said.

After the protest, a delegation of ACS gave memorandums to PMO and External Affairs Minister Sushma Swaraj with regard to their demand. PTI

 

 

Tuki assures fund for renovation of hospital, construction of teachers quarters

ZIRO, Oct 15: Chief Minister Nabam Tuki, who was on a day long tour to the picturesque valley of Ziro, visited the Government Higher Secondary School and the District hospital which has recently been upgraded to General Hospital.

Tuki made extensive inspection of the dilapidated conditions of the infrastructure of the two most important social sectors in the state’s one of the oldest district headquarters. Concerned over the conditions of the infrastructure and shortage of manpower at the government school, Chief Minister assured to post sufficient subject teachers besides construction of teachers quarters, approach road and boundary wall for the school.

While highly condemning the recent incident of rape and murder in the school campus, Tuki directed the police to conduct regular patrolling in the vicinity and assured for immediate installation of  High Mast lights for ensuring a sense of security amongst the students. While reiterating his stand towards criminal, Tuki said that criminals belong to no religion, caste, tribe or colour. They must be awarded exemplary punishment for the heinous crime, he emphatically said.

He further directed the DC to provide 24x7 ambulance services for the needy denizens and asked him to direct the medical officers to conduct medical examinations of the students on regular intervals.

After inspection of the four decade old general hospital building, Tuki on responding to the memorandum submitted by the district medical officer, assured to provide funds for renovation of the hospital building apart from agreeing for solar power project to back up the power need for the operation theatre and blood banks.

While interacting with the doctors and medical staff, chief minister advised them to conduct frequent health camps in interior villages. He further urged to implement the Chief Minister’s Universal Health Insurance Scheme in letter and spirit so that maximum of the populace is benefitted from the landmark scheme. On shortage of doctors, Tuki revealed that the government is soon conducting recruitment of doctors through the APCCSE.

 

CM reviews on-going projects

Chief Minister along with his entourage later conducted a review meeting of all ongoing projects in the district at the DC’s conference hall. Quite satisfied by the progress of the projects, Tuki pitched for timely execution of the programmes without compromising with the quality. He also directed the district heads to submit utilization certificate on time for smooth flow of funds from the centre.

He minutely noted the problems faced by the executing agencies and assured to address them. Calling for working as a team, chief minister requested the district officers to check leakages of government revenue.  While referring to excessive claim of land compensation by the people, Tuki said that the state had never witnessed such problems earlier.

“Our people used to readily donate their lands for development in the past. But now, for every kind of development activity, the compensation matter crops up” Tuki said. He appealed the general masses to be reasonable in claiming the land compensation so that the desired developmental works does not hamper.

Chief Minister, later in the afternoon, attended the Silver Jubilee Celebration of the Padi Laliang Memorial School at Hapoli. Encouraging the students and the teachers, the Chief Minister advised to take education as a religion. He emphasized on instilling positive attitude and discipline in the schools.

“You are our future generation and we have lots of expectation from you” the Chief Minister said and enthused hope that with the good performance of the school, the students would come up with flying colours in their result as well as in their lives.

Among others, Bamang Felix and DC Ziro also spoke on the occasion. Earlier, Padi Richo, chairman of the school gave an overview of the establishment of the school. A souvenir titled the Pioneer was released on the occasion.

 

 

Keen contest in 58-Kanubari by-election

A keen contest is expected in the 58 Kanubari Assembly by-elections where the ruling Congress party candidate Gabriel Denwang Wangsu, former senior journalist is pitted against Rongnai Maham, former ZPC of Tirap and Longding districts of the BJP. Both of them unsuccessfully contested in the last Assembly election which was won by late Newlai Tingkhatra, former minister on Congress ticket posthumously. The election is being held today amidst tight security arrangements. It may be recalled that the by-elections had to be held to fill the vacant seat of 58-Kanubari Assembly due to the unfortunate death of former minister late Newlai Tingkhatra who was the senior most and the most popular leader of the area.

All the Congress ministers and MLAs including the Chief Minister Nabam Tuki campaigned hard for the Congress candidate Wangsu. Longding MLA Thangwang Wangham played a stellar role during the hectic campaigning as some of the villages are contagious to his 59-Longding-Pumao Assembly constituency. The BJP also did not lag behind in the campaign. The charismatic MoS for Home Kiren Rijiju led the campaign for the party candidate Maham. It may be mentioned here that there are 28 Polling Stations in the 58-Kanubari Assembly constituency. Some of the Polling Stations are hyper sensitive thanks to their proximity with Assam, for instance the controversial Husse-Russa Polling Station which is always in the news for the unwarranted interference by Assam during any election. In fact, the whole Kanubari area is sensitive as border skirmishes erupt from time to time between the Assamese and the Wanchos living in the borders of the two neighbouring states. However, thankfully, there is a temporary lull as of now. But the Assam Police often torment t the people living on Arunachal side without any provocation. Hence, this by-election is an important exercise for reasons more than one. By this evening the fate of the two contesting candidates will be effectively sealed in the EVMs and the winner will be known when the EVMs are opened on the counting day. For now, all are keeping their fingers crossed including the contesting candidates and the party big-wigs of both the ruling Congress and the opposition BJP. Kanubari falls in the Longding district having borders with Assam, Nagaland and Tirap district. In fact, Longding is an offshoot of Tirap district. Interestingly, a Wancho village called Naitong is in Tirap district but the villagers vote in 58-Kanubari Assembly constituency. Its Polling Station is 19.  The district was created during the present HCM Nabam Tuki’s tenure. This election will be in a way a watershed because the ruling Congress number will increase by one if the party wins an so also the BJP which is desperately in need of more numbers will be boosted if it’s party candidate wins. As a matter of fact the 58-Kanubari Assembly constituency has always been a Congress bastion. It will be interesting to see if the opposition party BJP breaks the jinx.

 

 

Sustainable Livelyhood through Livestock Rearing

Our state is predominantly a rural based state where most of the people live in villages. Since time immemorial domestication of animals were practiced and still people rear livestock for festivals, rituals and to satisfy meat requirement.

Now a day people migrate to town and cities in search of govt. job, better education facilities, even some people for easy earning and powerful people get jobs. Unemployed youth those who cannot afford govt. job can take up self employment activities like horticulture, agriculture and animal husbandry. Animal Husbandry is one of the fields for self employment. It is learnt that Animal Husbandry, Veterinary and Dairy Development Department is implementing subsidy schemes like goat rearing,  pig rearing dairy farming, poultry farming, etc. under State Plan, Rastriya Krishi Vikash Yojna(RKVY) and recently State Livestock Mission and Mithun and Yak Mission especially for un-employed youths and women.

Pig rearing is one of the profitable schemes for subsidiary income generation due to traditional dependence on pigs for meat, earning income, festivals, marriage ceremony and can improve the socio-economic status of sizeable section of weaker community. Amongst the domestic animals pigs are the most prolific, 6-12 piglets in every liter, they are all fast growing, attain a weight of 68 kg. in about 6-8 months and higher dressing percentage of 68-80 in the case of cross breed. Pig products such as pork, bacon, hump, sausages, lard, etc. are  increasingly in demand. Pig manure can be used  as fertilizer for soil or for fish ponds for the production of methane gas and also for the culture of algae which can be used as animal feed. Pig has the capacity to transform large amount of vegetables, concentrated feeds in to valuable animal feed as pork, bacon, etc. Pigs can produce 3 kg. of feed in to 1 kg. of meat.

In 11th  Five Year Plan Advisory Committee on Animal Husbandry & Dairying also recommended high priority on piggery development  in Arunachal Pradesh for reducing  the dependency on import of pigs and pig products from outside the region. This will also reduce the occurrence of different types of livestock disease in the state apart from preventing the drainage of revenue to outside of the state. AGSU opposes mass transfer of teachers

ITANAGAR, Oct 15: All Galo Students Union (AGSU) in its meeting held yesterday condemned the state government’s decision to transfer as many as 40 teachers in the mid-academic session from West Siang district.  The union urged the West Siang deputy commissioner and DDSE not to release even a single teacher from the district without reliever.

West Siang district is already facing acute shortage of teachers; the Union said and urged the state Govt to revoke the decision in greater interest of the students.

In another decision taken unanimously, the AGSU resolved to conduct a protest rally soon against non-fulfillment of its demands by the state Govt. Several memorandums and representations have been submitted earlier urging the state Govt to look into the demands of the union, but not a single demand has been fulfilled, the AGSU resented.  It is a clear case of negligence & apathy towards the genuine demands of the Union, it said.

The demands of the union include establishment of technical college at West Siang district, revamping of Nigmoi fruit processing centre, infrastructural development of Donyi Polo Government College Kamki, early creation of Lower Siang District, review of all MoUs & MoAs signed for hydro power projects in West Siang, creation of additional police check gate at Likabali, establishment of fire service station at all ADC headquarters of Galo dominated areas, up-gradation of district hospital Aalo into general hospital etc.

Meanwhile, AGSU appealed state government for review the decision for creation of Middle Siang district by carving out Kaying & Rumgong circles from present West Siang district. “We are not against the creation of any district but we are concern about the denizens of that region whose social and emotional fabric  will be shifted to other district, in case of carving out  of two circles from the district,” the Union said.

Self-certification put into practice

ITANAGAR, Oct 15: The Rajiv Gandhi University, Doimukh decided to implement the provisions for self-certification/self-declaration/self-attestation of documents such as mark sheet, birth certificate, ST/SC/OBC certificate, passport etc. for the applicants/stakeholders of this University, subject to production of original documents at the final stage. This decision is taken in accordance with the recommendations of the Second Administrative Reforms Commission in its 12th report and in conformity with the office memorandum of Union ministry of HRD, Higher Education, dept. The reformation came into being with immediate effect, according to official release.

 

8 houses gutted in Moktowa village

KHONSA, Oct 15: In a devastating fire accident on October 14 last, 8 dwelling houses were completely gutted and 5 houses partially destroyed at Thinchha colony, Motowa village of Dadam administrative circle.

The exact cause of the fire accident is yet to be ascertained.

On hearing about the unfortunate fire mishap, Tirap district Deputy Commissioner deputed CO, Dadam Asen Kri, DDMO P. Duggong and OC, PS, Khonsa to inspect and assess the extent of loss caused by the accident.

The district administration gave Rs 5,000 each to the victims of the fire mishap whose houses were completely gutted. The additional amount would be paid to the victims after the report of assessment. The district administration will also pay some compensation to the victims whose houses had been partially destroyed.  In the meantime, the local MLA Tirong Aboh has expressed his deep sympathy for the unfortunate fire accident and assured all possible help and assistance from his end. Aboh has announced to distribute 50 pieces of CGI sheets to each family whose houses had been completely gutted. DIPRO

 

Nyirmen festival celebrated with traditional fanfare

AALO, Oct 15:  The Nyirmen Festival of the Galo community organised by Donyi Polo Trust Committee (DPDTC) was celebrated at Aalo today.

Briefing the significance of the day, DPDTC President Pakjum Ete disclosed that Galo community maintains a lunar calendar which starts from Lubo Polo, the month of October, when people are in relaxed mood after going through a cycle of village routine life like drudgery of harvest and completion of bamboo shoot preparation. When the air is scented by the flowers and migratory birds start to dance in the horizon,  it marks the advent of Galo New Year, to celebrate Nyirmen.

Women in ancient time initiated merry makings dressed up like men. Banggi, a sorry caricature of Abotani was the source of fun and frolic.

Chairing the function, Rayom Jini too shared his nostalgic moments of celebrating the joyous occasion which forms part of our cultural life in olden days and exhorted the present generation to observe it annually with usual pomp and show. The noted priest and orator on Galo culture Mogi Ori spoke in detail on the mythological aspects and significance of the day.

Galo, Adi women folks and the Assamese team presented variety of traditional dances on the occasion. Earlier, a procession was also carried out at Aalo township to mark the occasion. DIPRO

 

Resonance-14 gets underway at SCCZ

Ziro, Oct 15: The Annual College Week ‘Resonance-2014’ got underway amidst zeal and enthusiasm here at Saint Claret College Ziro (SCCZ) on Wednesday. Resonance, a platform for budding talents to seek perfection in terms of extra-curricular activities, got a thumping start marking the commencement of a weeklong journey in the realms of sports, games, art, & culture. The inaugural function was marked by a colorful march past by the competing teams under the banner of four species: Mighty Mithuns, Terrific Tigers, Rocking Red Pandas, and Highflier Hornbill, followed by the Team Captains taking the Resonance Oath. Sanitation campaign launched

HAWAI, Oct 15: Anjaw Zilla Parishad chairperson Heyomai Towashik and Deputy Commissioner Duli Kamduk have flagged off the 'Swachch Bharat Abhiyan (National Sanitation campaign) here today. The campaign is being launched by the public health engineering and water supply division, Hawai as part of the nation-wide sanitation campaign. Co-ordination meeting on clinical establishment act held

ITANAGAR, Oct 15: District level co-ordination meeting-cum Workshop on clinical establishment act-2010 was organised by District Registration authority Kurung Kumey on October 11 at Koloriang.

Dr. Boni Tuluk DSO-cum Nodal officer District registration authority Kurung Kumey district emphasized on the importance of Clinical Establishment Act and also requested all MO i/c of peripheral health institution of Kurung Kumey to give awareness to local run pharmacy with attached laboratory for compulsory registration under this act.

Dr. Higio Tama DMO-cum Vice Chairman DHS Kurung Kumey district also emphasized on the Act and its implementation in Kurung Kumey district. He also highlighted the importance of the Acts and directed all private pharmacy with attached clinic & laboratory to register their firm within a month and added that legal action under Act will be initiated against the defaulter.

Chello Tagor ZPM assured all possible co-operation to the DRA Kurung Kumey and request all private run clinic and laboratory to get registered under the Act. act-2010.

 

District level coordination meeting of education officers held

PASIGHAT, Oct 15: District level coordination meeting of education officers was held at Pasighat on October 13 last.

Chairing the meeting, East Siang Deputy Commissioner Nidhi Srivastava said that the present education has posed greater challenges at the school levels which need to come up with strategies that would ensure better student enrolments and also suitable environment in meeting the target of quality education.

 She advocated for proper monitoring and implementation of all centrall schemes. She further said that Principals and Head Masters being the highest-ranking administrators in their respective schools should be accountable for the overall management and development of the schools and should ensure the delivery of a comprehensive and high quality education program to all students.

DDSE Tani Talom while seeking cooperation from all quarters, advised the concerned officers to implement all National Flagship Programs/schemes in toto in schools and submit right reports/data/information so that those could be forwarded to the government timely. DIPRO

 

Union press for facilities in border schools, supports Taloh

ITANAGAR, Oct 15: All Arunachal Pradesh Border Students’ Union (AAPBSU) drew the attention of Education minister regarding the condition of schools of border areas of the state, which they say are in pathetic condition. They demanded the Education minister to transfer sufficient numbers of teaching staffs at various schools of border areas. They further said that there should be adequate fund for development the border school infrastructures. For this, they appealed the Education Minister to constitute a committee to study problems of border areas schools.

It has extended unconditional support to Education Minister Tapang Taloh for initiating mass transfer and posting of teachers. The union termed it as bold and appropriate decision that  has happened for the first time in the state of Arunachal Pradesh. The Union appealed to political parties, NGOs, students’ union of state, teachers associations and general public to support the education minister’s decision for the greater interest of students’ community state instead of politicising it.

Union further demanded that state government take appropriate action against those teachers who are opposing transfer and posting policy of government because employees has to follow the order of government.

 

Organization demands checking of illegal shops

ITANAGAR, Oct 15: Capital Youth Organization in a letter to Capital Complex Deputy Commissioner said that some shops are selling IMFL without valid license and there are also numbers of shops running in the state capital particularly in colonies and sectors without valid documents.

The organization also alleged that these shops are selling commodities much higher than MRP in the name of transportation and freezing charges.

The organization appealed to the Deputy Commissioner to initiate necessary steps to stop such illegal practices in and around capital complex.

 

Society condemns attack

ITANAGAR, Oct 15: Biri Welfare Society has condemned the attack on Niti Biri and his wife in their resident at Chandranagar, Itanagar on October 9 last.

Meanwhile, an FIR has been lodged against several people at Itanagar police station for severely injuring the Niti Biri and his wife.

The Society appealed to the district administration to arrest the alleged culprit(s) and demanded that exemplary punishment.

 

APPRCEA writes to PR director

ITANAGAR, Oct 15: Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) in a letter to Panchayat Raj director urged him to ensure that no employee be terminated in violation of established procedure.

In its memorandum to the PR director, the Association  further said that considering their posting places, the honorarium for the employees should be paid monthly basis, instead of its annual disbursement.  

Employees who have been working at the office of member secretary and Anchal Samiti chairperson as computer assistants should be assigned particular official works, the memorandum added.

 

Allow local firms in tender process: AACWA

ITANAGAR, Oct 15:  All Arunachal Contractors’ Welfare Association (AACWA) in a letter to women and child development minister opposed direct participation of company/manufacturers in the ensuing tender process for supply and procurements of Ready to Eat (RTE) food items under Woman and Child Development department.  

Till date, it was not mandatory for manufacturers to participate in the tendering process for procurement under Supplementary Nutrition Programme (SNP) in the department, Association said adding that the local firms having required dealership / distributorship or food license have participated and successfully supplied the items for last many years.

The Association requested the minister to issue necessary direction to W&CD commissioner to circulate new policy abolishing participation of manufacturer in interest of local firms/ contractors.

 

Farmers meet at CAU

ITANAGAR, Oct 15: Krishi Vigyan Kendra East Siang, College of Horticulture and Forestry, Central Agricultural University Pasighat, and Agricultural Technology Management Agency (ATMA) East Siang organised one day “Krishi Sammelan Rabi 2014” at College Campus.

Dr. A.K.Pandey Dean College of Horticulture and Forestry, Pasighat briefed the farmers about ongoing activities of the College and programmes specifically designed for Self Help Group (SHGs) and Farmers Club.

Toge Riba, briefed the farmers about the forth coming “North East Agri Fair & National Seminar 2014 which is going to be held from 13-16th November, 2014 at College of Horticulture and Forestry, Pasighat.

Pumpto Parme, Progressive Farmer and President Farmers Association East Siang, Pasighat in his address to the SHGs and Farmers Club members briefed about the prospects and problems of farming community of East Siang. He also urged the members to give wide publicity of forthcoming NE Agri Fair 2014.

In all 56 Progressive Farmers from all six blocks of the district participated in the programme.

Work more, talk less

Government of India is planning to construct a road along the international boundary from Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal Pradesh. This is being done to counter China's massive development of road infrastructure on the other side of the border. The road has also been planned considering the large-scale migration of people from border areas and the need to push them back by creating all basic amenities to make them comfortable. The proposed 2,000-km long road which is still in the conceptual stage would not only be beneficial from the security point of view but would also accelerate the border area development.

As expected China today expressed concern over India's plans to build road along the border and asked New Delhi not to complicate the situation further. Chinese foreign ministry spokesman asked India not to take any action that may further complicate the situation before final settlement is reached. Government of India should concentrate in carrying out the developmental work and stop going to press with every development plan. China never carried out publicity stunt before starting massive infrastructure upgradation of Tibetan autonomous region. India should learn a lesson from China in this regard.

It is to clarify that APCRCC has not condemned the attack on the 2nd Coming Prayer Centre since the centre is located at Sekar Dokap, under Upper Jullang -II do not belong to APCRCC.

This Prayer Centre is purely run by a private individual. APCRCC has no role or part in this private run Prayer Centre.

Also, APCRCC does not allow establishment of private or individual Prayer Centre by any person or group since APCRCC is a council of Churches of Arunachal Pradesh.

Improve banking services

Dear Editor

 Through your esteemed daily I would like to highlight the grievances faced by the people of Pasighat. The century old town is moving ahead on the road of development.

But the ATM’s of SBI Pasighat is still a concern for us. The ATM’s remain mostly closed which creates a big problem for the local peoples. Out of the 3 SBI ATM’s in Pasighat, hardly any  remains open.

 We have to withdraw our money from private bank ATM’s standing for hours. And moreover some of the employees of SBI Pasighat lag behind in maintaining their duties. Usually they turn up late for work and the bank remains mostly crowded and the customers have to keep waiting for them.

It would be much better if SBI opens 2 branches in our district keeping in view the  increasing customers. 

So I would like to request the concerned authorities to think about the points I highlighted very seriously for the better banking facilities in the district.

Train service to Arunachal

Dear Editor,

I would like to ask a question through your esteemed daily to the state govt in particular and people of Arunachal in general that what kind of development or benefit people would get if Itanagar is linked through train services.   

It is true that without knowing its consequences our people/govt sent proposal for train services to state capital many years back.

Few people have received their land compensation, which is not even 1% of the value of the land as the land would remain forever.  Few people might have got IVth grade jobs in railway department. There is no large benefit or development, rather people have lost big portion of suitable Agri/Horti land.

All we could have asked was modernisation of nearest railway station located at Harmuty for transportation of goods. The expenditure whatsoever that has been incurred for construction of the railway line to Doimukh could have been used in those parts where there is no road/rail communication.  Money spent for railways line to Capital looks like sheer waste .   

Large number of refugees, unwanted people including terrorist will be landing if there is daily train into Arunachal. We cannot rule out serious law and order problems which would be uncontrollable.

Hence, introduction of train service into our state capital is not real development rather it is a destruction of peace, social harmony and unity. Now, the state Govt should have clear cut policy on 1LP.

Otherwise, we are inviting problems for ourselves and if we are careless this time, the indigenous people of Arunachal will have to face adverse impact in future.

Dear Editor,

Not the cricketing “Gods” who play for sheer money and give precedence to personal records over the interest of the team and the nation; but these Kailash Satyarthis are the real Ratnas of Bharat for their supreme sacrifice and selfless service for the cause of the real nation i.e the innocent vulnerable kids whose immense potential get ruthlessly nipped in the bud thanks to acute poverty, scandalous callousness of the concerned authorities and the heartlessness of the society absolutely immersed in philistine consumerism.

Thanks to the Nobel peace prize committee of far distant Norway, we Indians have got enlightened about such a God within our midst who is rendering yeoman’s service towards mankind and humanity right in our very own backyard! However our ignorance on Satyarthi is hardly surprising because our media prefers to devote all its time, energy, money, bytes and valuable newsprint on the selfish money-monger cricketers or Bollywood filmstars sent to jail for hobnobbing with the terrorists, accused of trampling footpath dweller to death through his drunken driving and killing endangered animals! The Nobel Peace Prize on Satyarthi also serves as a tight slap on the face of the rabid heartless “nationalists” who barbarically rejoice over highly expensive space/Moon/Mars Mission by sweeping all the ills of severe poverty, acute malnourishment and medieval “culture” of child and bonded labour under the carpet. India — home to millions of vulnerable innocent little Gods robbed of childhood and practically rendered to slaves — has indeed been “promoted” to the “elite” club of nations by Mangalyaan!

By playing the role of the conscience of the nation through his divine selfless work, Satyarthi has imparted a stern message to us ie the victims of constant marketing and narrow brainwashing programme of “Eat, Drink and Be Merry” about the real essence of humanity and true purpose of life.

Through your esteemed daily, I would like to draw kind attention of  Adi Bane kebang Women Wing Executive members .

There are number of wine shops, beer bars located within five hundred metres of educational institutes and govt hospitals. Alcohol is being sold to adolescents and all these are due to loopholes in law and order. During the last conference at Jia village, the Adi community had taken a decision to stop use of non-indigenous liquor.

We believe that   A.B.K Women Wing would continue to work for the welfare of the society . Today’s tireless work would ensure glorious tomorrow.
